BACKGROUND
The Palestinian Museum is an independent institution dedicated to supporting an open and dynamic Palestinian culture nationally and internationally. The Museum presents and engages with new perspectives on Palestinian history, society and culture. It also offers spaces for creative ventures, educational programmes and innovative research. The Museum is a flagship project of Taawon-Welfare Association and one of the most exciting new cultural projects in Palestine.

The Palestinian Museum is looking for a self-motivated and innovative Resource Mobilization Manager to lead its fundraising department, in an exciting time of fundraising growth and development for the Museum. The role reports directly to the Museum’s Director General and as such will be one of the Museum’s senior managers sharing collective responsibility to deliver the Museum’s strategy and vision.

PURPOSE
The post holder will have substantial fundraising and management experience, a talent for building relationships and a proven track record in securing funds from statutory sources, foundations, trusts and major donors. Experience in development of successful individual donor programmes is essential.

They will be responsible for managing all of the Palestinian Museum’s fundraising activities. They will be an active major gifts fundraiser; they will also be responsible for fundraising from trusts, foundations and corporate prospects, as well as overseeing all regular and lower level giving fundraising programmes.

The post holder is also required to build strong and enduring relationships with a wide range of internal and external stakeholders, including the Museum Director and staff, the Board of Directors, and existing donors and friends, partners, influencers and supporters.

This is a critical position, based in Ramallah, within a new fundraising structure designed to aid the achievement of financial independence as part of a financial sustainability strategy. It is a hugely exciting opportunity for an ambitious and skilled major gift fundraiser, and we are looking for the post-holder to bring energy, commitment, creativity and passion to the role.

OBJECTIVES
- To lead the implementation of the Palestinian Museum’s Funding Sustainability Strategy, including implementing an ambitions philanthropic program and meeting annual fundraising targets.
- To maximise opportunities for generating new income for the Palestinian Museum including but not limited to identifying, nurturing and developing new potential individual and institutional donors, organising fundraising events, digital campaigns, growing own income and managing donation renewal from existing donors. 

DUTIES AND RESPONSIBILITIES

Strategy and Planning
- Lead the implementation of the Museum’s sustainability strategy to achieve financial independence and update the strategy as needed.
- Lead the annual and multi-year fundraising planning and implementation processes to produce effective strategies to achieve multimillion income targets across the range of revenue streams.
- Identify new potential income streams and produce strategies to access these funds.
- Lead and develop existing and new fundraising policies and procedures.

Fundraising
- Lead the implementation of the annual sustainability framework 2019-2023, and beyond, including fundraising from institutions and individuals, and activities such as events, online campaigns and developing own income. 
- Manage existing fundraising programs and develop new ones as needed including Patrons’ Circle, the Friends of the Palestinian Museum, the Palestinian Museum Corporate Membership and the Trees Initiative.  
- Lead on development of new funding streams from individual, foundation and corporate donors and ensure donation renewal with existing donors.
- Oversee the management of institutional funding and ensure production of effective, high quality proposals and reports.
- Develop and maintain effective supporter experience for the development of relationships and retention.
- Manage the engagement of celebrities, high profile volunteers and influencers to support fundraising.
- Ensure tracking procedures for each fundraising program/channel and ensure that fundraising targets are met.
- Manage an effective fundraising team that delivers fundraising income meeting set targets.

Reporting and Grant/ Gift Management
- Personally manage donor portfolios of 0,000 and above.
- Oversee the preparation of donor narrative and financial reports and other requirements.   
- Manage compliance ensuring that donor criteria and requirements are well understood, documented, communicated and met.
- Supervise systems to ensure timely narrative and financial reports and meaningful stewardship of donors.

Systems and Data
- Act as the owner and champion of the fundraising database on Salesforce.
- Work closely with the Museum’s IT department to ensure that the Museum database on Salesforce is suitably configured to provide effective systems for recording, expanding, enhancing, validating and analyzing data on all donors, potential donors and other key contacts.
- Ensure that effective systems are in place for gift receipt, accounting and management.
- Develop detailed profiles on major donor prospects, providing briefings for senior staff and volunteers and ensure that all research and information on major donors is appropriately recorded. 

Communications
- Develop, with the support of the communications team, a programme of effective development communications for both internal and external constituencies, encompassing the web site, social media and electronic and printed materials.

Financial Planning and Budget Management
- Produce cost-effective budgets to achieve action plans. 
- Develop and maintain income and expenditure tracking and evaluation systems. 
- Ensure the fundraising department is kept within budget.

Staff Management
- Line manage fundraising staff and embrace teamwork within the fundraising department and with other departments.
- Set annual objectives, key performance indicators and work plans.
- Manage workload and performance through regular one-to-one line management discussions.
- Plan and implement staff capacity advancement as needed.
- Undertake participatory annual performance reviews.

Requirements
- At least 10 years senior level experience in a non-profit including knowledge, experience and substantial responsibility for marketing and/or communications functions and major giving, plus at least one other type of fundraising (e.g. corporate partnerships, trusts and foundations).
- Degree, certification or professional formal training in fundraising is a strong asset.
- A proven track record of identifying, cultivating and stewarding six-figure gifts and multi-year relationships.
- Exceptional networker with proven ability to identify and cultivate prospects through contact networking.
- Excellent sales skills and first-class relationship management combined with a polished, tactful personality.   
- Diversity of development experience and an understanding of fundraising for advocacy causes and the synergies between advocacy campaigns and fundraising.
- Experience working effectively and respectfully with colleague and subordinates as well as board members and high-level volunteers.
- Excellent writing, editing, and verbal communications skills in both Arabic and English.
- Strong financial analysis and planning skills, including the ability to anticipate tasks, set priorities, meet deadlines and function smoothly under strict deadlines and shifting priorities.
- Experience with customer relationship management databases.
- Enthusiastic about the Palestinian Museum, Palestinian culture, arts, history and society. 
- Demonstrates analytical rigor, intellectual creativity and contributes original ideas.  
- A positive and highly motivated attitude.
